Barely, and YouTube says so directly: tags play a minimal role in discovery, their stated use being to help when your content is commonly misspelled. Title, thumbnail and description do the actual work. Tags are worth two minutes, not twenty.

How many tags should I use?+

The field holds 500 characters. Filling it entirely is not a target — twenty relevant tags beat sixty padded ones, and irrelevant tags risk being treated as spam.

Can I use other channels' tags?+

You can see them and copy them, but they were chosen for someone else's video. Tagging your video with a large channel's brand terms does not attach you to them and can count as misleading metadata.

Should tags repeat words from my title?+

A little overlap is natural, but duplicating the title adds no information YouTube does not already have. Tags earn their place by covering what the title cannot: misspellings, synonyms, alternate phrasings.

Do hashtags and tags do the same thing?+

No. Tags are private metadata in the upload form. Hashtags are public, appear above the title, and are clickable. They serve different purposes and the tools here are separate for that reason.
